During the early days of World War II, many young men eagerly volunteered to serve in the Canadian Military. By 1940, the BCATP had a growing footprint with facilities in many communities across the country. 

The greatest challenge the fledgling BCATP faced was directing the multitude of eager recruits towards a training stream that matched their physical skills and ability to learn. The Program had to impart strict discipline and high standards without hampering a trainee's enthusiasm or resolution. There was a great deal to learn to control powerful aircraft and conduct complex, high-risk missions. Recruits need to master the reflexes, knowledge, and foresight that will protect their own lives and those of fellow aircrew. 

The BCATP largely followed the system of focused training pioneered by the RAF. After rigorous testing, Instructors assigned Recruits to schools that best matched their skills.
